REACH covers both the manufacture of chemicals, and their applications. Manufacturers or importers of chemicals are required to register them with the European Chemicals Agency (ECHA), a process requiring the provision of a considerable amount of detail about a substance, which cannot be supplied legally without this information. While all polymers are exempt from registration and evaluation under REACH any manufacturer or importer of a polymer is required to submit a registration to the ECHA for the monomer substance(s) or any other substance(s), which have not already been registered.

The term polymer means “many mers,” or many units. The small molecules used to produce polymers are described as monomers. For most practical purposes a polymer may be defined as a large molecule built up by repetition of small, simple chemical units. There may be one or more species of unit involved. For example a polyethylene molecule consists essentially of a long chain of repeating e(CH2)e (methylene) groups, namely, eCH2eCH2eCH2eCH2eCH2eCH2e The lengths of these chains may be varied but in commercial polymers, chains with 1000e10,000 of these methylene groups are generally encountered.
